High-quality development is essential in the new era. As a leader in innovation-driven growth, how does Guangdong accelerate the development of new quality productive forces through disruptive innovation, and transform this into momentum for industrial development?
Starting on May 14, the 2024 "High-Quality Development Research Tour" delves into Guangdong to closely observe how the province is navigating its path towards transformation, upgrading, and high-quality development.

Guangdong Province is not only economically strong, but also advanced in the manufacturing industry, with excellent advantages in industrial resource endowment. We not only enjoy the rapid development of the emerging industries, including electric vehicles, lithium-ion batteries, and photovoltaic products, but also the dividends from the transformation and upgrading of traditional industries, such as clothing, furniture, and home appliances.
Therefore, for Guangdong Province, I suggest leveraging its local resource endowment advantages, making full use of the national industrial policies, combining with the local development situation, and promoting the upgrading and transformation of traditional industries. Meanwhile, further efforts should be made to expand the institutional capacity of strategic emerging industries. Currently we also have good foundations and conditions for developing future-oriented industries. I think the above three aspects provides us with a vital direction, in promoting the development of new quality productive forces in Guangdong Province.
The adjustment of industrial and supply chains is taking place globally. We are facing a situation,where there is a new round of technological revolution and industrial transformation. Guangdong’s manufacturing industry has a solid foundation. We not only boast profound achievements in traditional industries, but also enjoy favorable conditions for developing strategic emerging and future-oriented industries. So we should adapt to the development trend of the new round of technological revolution and industrial transformation, strengthen and supplement our innovation chain and industrial chain, and enhance the collaborative interaction between industry and technology. This is of great practical significance for promoting the high-quality development of Guangdong’s manufacturing industry.
Enterprises are also an important entity in developing new quality productive forces. Since enterprises engage in different industries and categories, it is still necessary to consider the development goals and reality of the enterprises. We should focus more on the key aspects of policies to identify development priorities, and guide enterprises in areas such as cultivating technological innovation and talents, in order to achieve a coordinated and collaborative effect. Certainly, enterprises are more concerned about the growth points of emerging industries. This requires enterprises to put more emphasis on capturing new key information, and new growth patterns, so as to achieve their own development.

By combining an effective market with a well-functioning government, we can better promote the commercialization of scientific and technological achievements into advanced productive forces, or what we call new quality productive forces. This process involves several key aspects. Firstly, we need to focus on our overall investment, particularly in cutting-edge technology. This requires us to continuously integrate our talent, innovation, and financial chains effectively, with government funding playing a crucial leading role.
Additionally, allowing more application scenarios for the commercialization of scientific and technological achievements will provide more space for their development. The reasonable flow of data and human resources, as well as the openness of these scenarios, can create more opportunities for the incubation of new quality productive forces. Infrastructure construction also plays a vital role, as we need to better incorporate technology into both existing and new infrastructure projects to leverage the power of science and technology effectively.
Currently, in future-oriented industries, many enterprises are at the forefront, but they are supported by universities, research institutes, and government policies that provide a steady supply of high-quality scientific research. These institutions collectively lay the foundation for the development of new quality productive forces, enabling enterprises to commercialize these achievements, enhance their capabilities, and unleash even more new productive forces.
Guangdong has a long history of reform, which is essential for the integration of government and market forces in developing new quality productive forces. This development is a combination of top-down design and bottom-up practice. Since the reform and opening up, examples such as the Xiaogang Village experiment and the reform of state-owned enterprises have shown the effectiveness of combining grassroots reform practices with national policies.
In the future, Guangdong should continue to play a leading role in integrating development and reform. Leveraging its industrial foundation and the advantages of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangdong has already made significant original achievements. These achievements serve as an important source of new quality productive forces, combining with strategic scientific and technological strength to lay a solid foundation.
As we move forward, Guangdong must continue to identify and solve emerging problems, developing its own characteristics based on local conditions. The transformation and upgrading of Guangdong's traditional industries, along with the growth of strategic emerging industries, especially in the face of future uncertainties, are crucial. By addressing these challenges, we can cultivate and help these industries thrive, ultimately exploring a new path for development.

With the pattern of national and local co-construction, the local government will provide many supports from the policies level. Some shareholder units also have participated in it and turned it into a form of national and local co-construction to accelerate the construction of this innovation center and quickly reach the national level of this platform.
The CATL and the EVE are new energy storage companies that are leading, and they are constantly making technological breakthroughs and innovations. But it's only in their field. They're also working hard on battery cells. However, if you look at the whole industry, we're the only company studying the common problems of this industry.

We've been in the hydrogen energy industry for a particularly long time for ten years, so we are very clear about the dilemma of this industry. Since we came to Baiyun District, Guangzhou, we've done several major measures to promote the industry. The first measure is that we set up an innovation consortium. We have combined the advantages of universities, upstream and downstream business chains, and application scenarios.
The first benefit is cost reduction, local manufacturing and large-scale application. The second benefit is the reduction of use cost. We have combined vehicles, hydrogen refueling stations and application scenarios, reducing the number of intermediate links. In particular, during the manufacturing and integration, since our research, development and application scenarios are consistent, enterprises in the middle do not have profits. If there were profits, it would be hard to promote the industry in the initial stage. Here, we've broken the boundaries in the middle. The third benefit is our vehicles are more competitive and cost-effective for users. Compared with traditional diesel commercial vehicles, our vehicles are more cost-effective. This is the most important point. Ultimately, any product delivered to the hands of users must be of high quality and cost-effective. So the biggest role of the consortium is to shorten the process and accelerate marketization.
